For the 2013-2014 season, you must be a resident of the state of New York, a US citizen or qualified alien and your household’s gross monthly income must fall within these limits:

How much money will I receive in HEAP Benefits?
Regular HEAP Benefit Amounts 2013-2014
Base Benefit Amount
|$1||Eligible households that live in government subsidized housing or a group home setting with heat included in their rent.|
|$20 or $25||Eligible households who have heating costs included as part of their rent.|
|$600 + applicable add-ons||Eligible households whose primary heat is oil, kerosene, or propane and who make direct payments to the vendor for heating costs.|
|$500 + applicable add-ons||Eligible households whose primary heat is wood, wood pellets, coal, corn or other deliverable fuel and who make direct payments to the vendor for heating costs.|
|$400 + applicable add-ons||Eligible households whose primary heat is electricity or natural gas and who make direct payments based on their household’s actual usage to the vendor.|
Regular HEAP Benefit Add-Ons for households paying directly for heat
The amount of the base HEAP regular benefit will be increased by $25 if the household’s gross income is in the Tier 1 income range (e.g., at or below 130% of the Federal Poverty Level).
The amount of the base HEAP regular benefit will be increased by $25 if the household contains a vulnerable individual (i.e., household member who is age 60 or older, under age 6 or permanently disabled).

2.) Weatherization Assistance Program (WAP)
This program reduces heating and cooling costs for low-income families*; priority is given to New York State seniors, the disabled and families with children. You would contact the local weatherization provider in your county who will make the energy-efficient improvements on your home so you can permanently reduce your energy bills (it can be a single family home or a multi unit dwelling. Typically they do weather-stripping, caulking, wall and ceiling insulation, heating system improvements or replacement, efficiency improvements in lighting, hot water tank and pipe insulation, and refrigerator replacements with highly efficient Energy Star rated units. The result is that you can save up to 20% in energy costs!
Do you Qualify for WAP?
*In order to qualify you must also have an annual household income (before taxes) that is below the following amounts according to the Weatherization section of Benefits.gov:
If you get Supplemental Security Income, you are automatically eligible to receive weatherization services.

The Weatherization Referral and Packaging Program (WRAP) provides low-income seniors with free weatherization services to lower their energy bills and increase the comfort of their homes. Services include insulation, replacement of doors and windows and repairs furnaces and roofs. It uses local contractors and private donations to do so.
Anyone with energy, health or safety issues, age 60 or older who is already receiving a HEAP benefit, If you are renting, the landlord must pay 25% of the repair if you are elgible for WRAP.
